<P> 北京机动车尾号限行制度从北京奥运开始到现在也有将近一年了。在这惆怅的一年里，北京有车一族至少在半年多时间里纠结于车辆尾号限制出行的制度?/P><BR>
<P> 北京奥运普天同庆，期间实行的汽车单双号限行制度据说从理论上每天使一半社会车辆停驶。奥运会结束后，尝到了限行甜头的北京市交管部门，一纸文书下令有车市民每周一至周五按车牌号尾数停驶一天。“限行”骤然变成了常态交管措施。熬了大半年的有车族，企盼着09?月能看到不再受限的曙光，岂料，北京交通发展研究中心发布的《实施〈北京市政府关于实施交通管理措施的通告〉监测评估报告》给更加漫长的限行制度提供的铁的理论支撑。报告称自尾号限行措施实施以来，北京市交通拥堵指数从“中度”下降为“轻度”；又有某个民意调查显示，受访者中，有80%以上的有车人士和93%以上的无车人士支持该措施继续实施。“人性化”调整后的尾号限行续期一年制度，让北?60万机动车主的心稍微平静了些。而全天限行时间缩减了2个小时，更让车主们暗自偷乐，“多收了三五斗”的喜悦忍不住上了眉梢。然而，在限行新政实施了50余日后，北京市交管局“实时路况”等信息却证实，与去?0月尾号限行实施之初，以及上月尾号限行新政启动之初相比，其缓堵效果正在减弱。而机动车交易市场却全线飘红：低价小排量车货源告急，二手车交易量涨幅?0%。北京工业大学交通研究中心教授荣建更是一语惊人，道破天机。他说，“现在北京机动车保有量是300多万辆，尾号限行每天减少?0万辆。但是，三年后，机动车的自然增长率，就会抹掉限行效果”。与此同时，就机动车尾号限行是否违反物权法的讨论，再次成为舆论焦点?/P><BR>
<P> 还记得在奥运限行制度实施时，作家韩寒在博客里洋洋洒洒调侃了一番“北京长期单双号限行之后”。这篇看似无厘头的文章一阵见血地指出，尾号限行的多米诺骨牌推倒以后，势必会激起社会和汽车市场的一系列积极的或不良的连锁反应，一切极有可能，一切只需拭目以待。我们呼唤理性地限行制度，也希望在市场的检验下，政府有关部门能及时对制度进行调整，让其对在受全球金融危机影响下“风景独好”的中国车市，起到的是积极地作用，实现科学发展?/P><BR>
